This is one of the Hot Wheels "unicorns", castings that were only released once. Back in the 1950's, Alfa Romeo released a series of concept cars under the BAT branding which means "Berlina Aerodinamica Tecnica". From what I've read, they did this to research the effects of drag on a vehicle. The concept cars that were developed under the BAT program had very low drag coefficients. This B.A.T. 9 was the last of the 3 cars that were released under this program.
I'll be honest, when I first saw this Hot Wheels casting, I thought the B.A.T. indicated that it was meant to be some kind of a Batmobile concept.
